Richmond Man Accused Of Torture

A Richmond man identified as Silas Poweel is behind  bars after he reportedly tortured and abused a 12 year old boy and a 7 year old girl with an electric cattle prod.

Wednesday a Richmond Police officer was called to Clark-Moores Middle School to meet with social services. After an investigation police arrested Powell of 420 Duncannon Lane late Wednesday evening.

He is lodged at the Madison County Detention Center.
